The short answer
If you run a local service business in the US, such as a contractor, cleaner, mover, auto shop or landscaper, you can most likely advertise on ChatGPT today through OpenAI's self-serve Ads Manager. Lawyers licensed in the US can too. Many health and financial services are restricted to a small group of approved advertisers, and some categories, including gambling, alcohol, cannabis, political content and credit repair, are not allowed at all.
Two separate things decide eligibility: where your business is based and what it sells. The detail below comes from OpenAI's ad policies, last updated September 10, 2026, and its Help Center as of October 30, 2026. Both change often, so treat this as a starting point and confirm against the current policy.
Check one: where your business is based
Self-serve access depends on the country of the legal entity that advertises and pays. OpenAI currently lists 89 countries, including the United States, Canada, the UK, Australia, Japan and most of Europe. If yours is not listed, you can still create an account at ads.openai.com and be notified when it opens.
New self-serve accounts may at first be able to advertise only in their home country. Advertising in other countries opens up after identity verification and a level of spend at home. For a business that serves one local area, that rarely matters.
Check two: what you sell
OpenAI's ad policy sorts businesses into three groups. Open categories can advertise once the account and ads pass review. Restricted categories need case-by-case approval or are limited to select approved advertisers, and OpenAI says it is not currently accepting applications in some of them. Disallowed categories cannot advertise at all.

Trades and home services: open
Local services was one of the first categories OpenAI opened, and it covers most of the businesses we work with: plumbers, electricians, HVAC contractors, roofers, landscapers, cleaners, painters, movers and similar. The baseline rules still apply. Claims must be true, the landing page must match the ad, and any license the work requires must be current, because OpenAI's advertiser policy requires licensed businesses to keep their credentials and comply with local law.
One trap for growing contractors: you cannot advertise a specific job opening. Individual job listings are prohibited. You can advertise the business itself, and you can link to a site that has job listings, as long as neither the ad nor the landing page references a specific opening.
Lawyers: open in the US, if licensed
OpenAI updated its policy in August 2026 to permit legal services in the US. The advertiser must be licensed to practice law in the jurisdiction where the ad is shown, and the rule covers immigration, personal injury, legal claims and document preparation. Legal service ads outside the US are not allowed. Legal education and media that offer no legal services, such as a law podcast or LSAT prep, are treated separately and may be allowed.
Health practices: mostly restricted
Health is the most restricted area. Ads for health services outside the US are generally prohibited. In the US, OpenAI lists categories it may approve case by case, including dental services, vision, hospitals and urgent care, and minimally invasive cosmetic procedures. Its eligibility table marks some of these, such as hospitals, urgent care and medical testing, as restricted to select approved advertisers. Telehealth, prescription medicines, online pharmacies and invasive procedures are not allowed.
Wellness businesses should read the wellness claims rules closely. Fitness equipment and workout programs can be advertised. Health coaching and products making unsupported health claims cannot.
Accountants, financial services and insurance: read carefully
Accounting is the gray area. Bookkeeping and tax preparation are not named in OpenAI's policy or its eligibility table. Financial software is open everywhere, while financial planning is restricted to select approved advertisers in the US. A firm whose ads and landing page are about bookkeeping or tax filing for small businesses is in a different position from one promoting wealth management. We expect review to classify an accounting firm by what its ad and page actually offer, so we would submit a single ad and landing page and see how review treats it before building out a full campaign.
Insurance agents have a clearer path: insurance other than health insurance is allowed in the US. Health insurance, mortgages, personal loans, credit cards and investment services are restricted to select approved advertisers. Credit repair, debt relief and payday loans are not allowed, and financial services ads outside the US are generally prohibited.
Real estate: the brokerage, not the listing
Ads for individual homes for sale or rent are prohibited. An agent or brokerage can advertise their services and link to a site that carries listings, as long as the ad and the landing page do not reference a specific property. Mortgage ads are restricted to select approved advertisers.

BOOK A DEMOWhat happens if you are not eligible
If your category is not allowed, Ads Manager will decline the account or reject the ad. You can appeal through the link in the decision email, or use the appeal or Request Review option on an individual ad, which OpenAI describes as the fastest route. An ad can also pass review and still be unable to serve in the countries you chose, if its category is restricted there.
Eligibility moves, too. OpenAI has updated its ad policy six times since first publishing it in March 2026, including opening legal services in the US and clarifying the rules on housing and job listings. If your business is not eligible today, that may not hold in three months.

Frequently Asked Questions (FAQ)
Q: Can contractors advertise on ChatGPT? A: Yes, in supported countries including the US. Contracting and home services fall under local services, one of the first categories OpenAI opened. Ads and landing pages still go through review.
Q: Can lawyers advertise on ChatGPT? A: In the US, yes, if they are licensed to practice law in the jurisdiction where the ad is shown. Legal service ads outside the US are not allowed.
Q: Can dentists advertise on ChatGPT? A: Dental services are listed among the health services OpenAI may approve in the US on a case-by-case basis. Approval is not automatic, and health services outside the US are generally prohibited.
Q: Can accountants advertise on ChatGPT? A: Possibly. Bookkeeping and tax preparation are not named in OpenAI's policy. Financial planning is restricted to select approved advertisers while financial software is open, so how your ad and landing page describe the service matters.
Q: Can real estate agents advertise on ChatGPT? A: Agents and brokerages can advertise their services, but not individual listings. Neither the ad nor the landing page can reference a specific property for sale or rent.
Q: What should I do if my ad is rejected? A: Read the rejection reason in Ads Manager, fix the ad or landing page, and use the appeal or Request Review option if you think the decision is wrong. OpenAI says appeals are the fastest route to a resolution.
